DESCRIPTION:
Wallace Street is a two-phase housing development that uses overlapping state housing laws to substantially increase the capacity of an existing residential site. Phase 1 utilized California ADU law to add four new units alongside an existing duplex and single-family home. In Phase 2, the single-family house will be removed, while the duplex and four ADUs are preserved on a remainder parcel, allowing the rear of the property to be developed as a new 10-unit subdivision under the Starter Home Revitalization Act (SHRA / SB 1123)—the first SHRA project in Costa Mesa.

Architecturally, the project reflects the different rules that produced it: the front of the site is a complex puzzle of buildings shaped by the varying height, setback, and location requirements of ADU law, while the new subdivision establishes a more ordered rhythm of repeated units. Shared materials and connecting elements unify the two conditions, while angled facades help bring daylight into the tightly spaced homes and create greater privacy between neighbors.
